[미갤사] 미갤도호부를 강등하여 현으로 삼다

<p id="pi__2049114300_3483273" class="pi__2049114300_3483273">시모 15년 12월, 진상일이 지났는데도 미갤도호부에서는 그 고을의 특산품인 공포글과 역사글을 제대로 올리지 않았다.</p><div><br id="pi__2049114300_3483273" class="pi__2049114300_3483273"></div><div>상이 그 고을의 수령을 불러 "유독 미갤만 진상에 소홀한 이유가 무엇인가"라며 물었다.</div><div><br></div><div>도호부사가 말하길, "근래 흉년이 들어 백성들의 형편이 예년과 같지 아니 합니다. 진상하는 품목을 조절하지 않는다면 이는 큰 부담이 될 것입니다"라고 하였다.</div><div><br></div><div>상이 화를 내며 말하길, "내가 너희 고을을 총애하여 그동안 많은 은전을 베풀어준 것을 잊었느냐"라고 하자 도호부사가 당황해하며 "어찌 전하의 황은을 잊었겠습니까. 다만 어리석은 백성들이니 율령에 의해 죄를 묻기보다는 위무하시옵소서"라고 하였다.</div><div><br></div><div>마침내 상이 "제때에 진상을 올리지 않는 것은 위를 가볍게 여기는 것이니 곧 왕실을 능멸하는 것이고 새로운 종묘를 열려는 의미이니 곧 역모를 의미하는 것이다. 미갤도호부를 강등하여 부곡으로 삼아야 할 것이되, 특별히 은혜를 베풀어 현으로 삼는다"고 하였다.</div>
